For Japan to have nuclear weapons, they would need only to assemble them from the already manufactured parts and sub-assemblies.
My guess is that the process would take, at most, a week.
According to Nonpoliferation.org; Japan has 1,800kg of highly enriched Uranium.
Sounds like the horses are long gone from that barn.
